of the king county auditor's office in seattle. more than 250 licenses issued. the first wedding to take place on sunday. washington was one of three states to approve same-sex marriage in the november elections. >>> back here in the district, there have been delays to the city's medical marijuana program. pat lawson muse has more on what's slowing things down. >> city officials thought the medical marijuana program would be up and running in the district by now. but the news4 iteam has learned they haven't started growing a single plant yet. earlier this year, applicants got the go-ahead to register for licenses, to either grow or sell medical marijuana at ten sites, all six of the cultivation centers are located in northeast, mainly in ward 5. most of the dispensaries are in northwest. there is one in southeast. but it's taking longer than initially thought to get the program going. right now, none of the applicants has received a certificate of occupancy, which they all need before they can get their business licenses to start operating. the city tells the news4 iteam they're waiting for al

[ cheers ] >> reporter: washington state's new law makes it legal for adults to possess up to one ounce of marijuana. >> the fist legal imported in washington state. >> reporter: the initiative, passed in the november election, is modeled on alcohol laws. it's still illegal to drive if impaired or possess pot if you're under 21. and technically you're not allowed to smoke in public. though seattle police received a directive to issue verbal warnings only. this is what you can legally possess, one ounce. you can use it in private but stores still won't be licensed to sell it for recreational use for another year. so without a prescription there is still no sale. recreational users are going to say where am i going to go to buy this marijuana? if it's illegal to sell marijuana still. >> reporter: federal law still prohibits marijuana use in any state, and the department of justice is reviewing possible actions. >> the federal government might prosecute anyone w
magnuson's house in seattle reminisce about their days together, and some of those stories i can share on the floor and some i couldn't. but they were longtime friends. and the one story that is written about in warren magnuson's biography by shelby scates is a story about how the two of them, both appropriators, when mount saint helen's grew up, senator magnuson went to senator inouye and said, we need about a billion dollars for the cleanup of mount saint helen's. if you can manly in 198 -- imagine in 1980 what a tremendous amount of money that was. senator inouye's response was, senator magnuson, we have volcanos blowing up all the time in hawaii and we never get a dime. and senator magnuson's response was, just wait, it will be your turn soon. so these are two individuals that forged a relationship, and along with jackson, were some of the big giants of our day in the united states senate. and we certainly in the state of washington benefited greatly from senator inouye's incredible help and support. i know that he traveled to our state many times at my request and participated in

to work? you look at for instance seattle in 1993, they made condoms available in ten high schools through vending machines and baskets and school clinics and a study actually published six years later showed that condom use not only didn't increase, it decreased. how hopeful are you that this will be different in philadelphia? >> i think if you look at condoms as the only intervention, we're not going to see the right end point so condoms are part of a larger intervention, both to raise awareness about safer sex and to provide obviously a tool if young people are interested in being safer in their sexual behavior. what you have to realize is that ten years ago, we had higher rates of condom use among young people than we currently do. at the same time infection has gone up dramatically in the city so while we don't think condoms are the full answer, we believe they are part of the answer and an important part of that answer as we and pa of the health department and people who educate our children in schools need to pay attention to. >> it is an interesting approach. i wish you the best of
